    is that he won re-election in 2010 with over 25 percent of the vote (e.g. 15,000 more votes).

    He must be somewhat concerned that even with a huge victory margin he might be vulnerable (or maybe he actually embraces the principle behind a "no" vote -- hard to believe).

    Having said that, somehow the bill needs to go back to the House.  I could easily see a few Republicans saying they're going to vote no just to encourage a quorum of Dems to return to the state -- and then either vote in favor of the bill once there's a quorum, or ensure that there's still enough support to get the current House bill passed.

    Not sure how the Dems can lock in guarantees, but the fact that the bill has already passed the House probably makes the whole negotiation more complicated.  Somehow the Dems need to secure the votes against passage and also ensure that the people who say they're going to vote no actually do.
