    The constitution expressly forbids them unless congress writes a law allowing it.  Article I, Section 10 of the United States Constitution provides that "no state shall enter into an agreement or compact with another state" without the consent of Congress

    For all the teabaggers screaming about the constitution, they know extremely little about it.
