    Free speech zones are bases on time place and manner restrictions on speech.  This has to do with content bases distinctions on speech.

    Our doctrine treats the former under a lessor standard of review than the latter (intermediate review v strict scrutiny).  Simply put, a law that limits TPM will pass Constitutional muster more easily than one that limits contents.
