    My old office has the largest mass mailing in the state of California.  It is so large that it runs 24 hours a day, 7 days a week on very expensive mass mailing machines that send you various documents that nearly every Californian will need.

    A private firm offered to take over the entire mailing operation "for free" in return for being able to place advertisements in the mailers.

    This sounds all peachy until you realize that no matter how long the contract runs...3 years...5 years, at the end the State is at the mercy of the vendor(s) because there will be no more stateworkers to operate the mailing machines (they will be moved, laid off, or in some way taken out of mailing machine operation) there will be no mailing machines (which would cost a lot of money to buy, it was almost impossible to have enough money to replace even one, something that hadn't happened in many years when I was there) so we would be dealing from a position of complete weakness in any further contract negotiations.

    Thank God this died an ugly death.  I would like to take credit, seeing as I wrote the original issue paper, but there were completely other circumstances that killed the proposal.

    Remember, outsourcing doesn't always save money.  Vendors will charge whatever the market can bear and when you are bargaining from a position of weakness, you pay the price.
