    Since the 1940s, Social Security has been a pay-as-you-go program.

    Since the nineteen eighties, it has not.  That's why there's a surplus.

    I don't think I've seen anything quite this ignorant in a long time.  Does Samuelson not read Newsweek?

      So that the projected (actuarially) larger boomer cohort (and higher earning too) could be safely accommodated for a known number of years.

      That's the way I understand it, ever since my contributions and cut-off amount were raised in '83 and every year since (until I retired early and waited eight years to begin withdrawing).
