    OH still has to have a quorum present to vote on bills.  A quorum is just the minimum number of members who must be present to conduct business.  In OH, there are enough Republicans to meet quorum even if every Democrat refused to show up.

    The number needed for quorum varies from place to place and sometimes by topic (like in WI where a simple majority is quorum for most legislation but a budget has a higher requirement).
