    by litigation seeking damages, for continuing to enforce a patently unconstitutional law a cost too high to risk. I'm not sure which organization is in position to do it, but now and in these cases is the time.

     Most constitutionally invalidated laws do stay on the books, but are not enforced. In this case they are enforcing it despite Lawrence, and plainly know it is unconstitutional when they do it. so this is a wilful and intentional violation, for which damages in a substantial amount would lie.  

    Its as if the fools doing this still think that if SCOTUS does something they don't like, then it will just have to enforce it itself without their help. That's lawsuit time. Another reason to find out any connection you have with Kansas so you may eliminate it from your life, as well.
