    They have very few services and refuse to leave, even though the radiation levels are high in the town.

    BTW the nuclear reactor was not in the town of Chernobyl itself; the reactor is to the north and west of the town.

    Nobody lives at Prypiat, the city closest to the reactor (it's where most of the workers from the plant lived).

    Have a look at the Chernobyl radiation map here and decide it you would want to live anywhere near the reactor site.

    (BTW I have relatives in Kiev, and my mom grew up in Chernihiv.  Chernobyl is personal for me.)
