    You're attributing an awful lot to Passidomo that she never indicated, at least in the quoted text.

    She never assigned blame. She pointed out that there may be a causal relationship — just like not practicing defensive driving may cause you to get into accidents that are not your fault.

      Passidomo did assign blame.  She said the girl was raped "because she was dressed like a 21-year-old prostitute." That is more than pointing out that "there may be a causal relationship".   Regardless of what she meant, Passidomo's words apportion blame, to the girl and/or the girl's parents.  In effect she says if the girl hadn't been dressed like a prostitute, she wouldn't have been raped, and therefore whomever was responsible for the girl dressing the way she did is responsible for the rape.
