    Republicans are going nuts on this issue. They want to appear tough on illegal immigrants, so they pass a bill forcing businesses to use E-Verify. But agriculture is one of Georgia's biggest industries, and would not survive without the immigrant population.

    They're also wrestling against imposing more gubmint regulations on businesses.

    The answer is to pass a hard-assed bill with penalties for non-compliance and allowing "random" demands for papers, but exempting agriculture from the law.

    SB 40 and the tougher HB 87 both require businesses to use E-Verify.

    But unlike the House bill, the Senate legislation includes exemptions for farmers and other employers who hire migrant workers through a federal guest worker program.

    It's not just a zip code, it's an attitude.
