    the Chinese, arose shortly after the Fourteenth Amendment provided equal rights for all persons. The minute that the immigrants started being persons not considered the equals of those already here, it started. And it has long been keyed to preferences for kinship, that is, kin of those who got in with a get into the country free card in teh first place. Since those nasty people over there couldn't be kin of the ones already here, it was and remains OK to exclude them.
