    is that Japan is the bulwark of democracy in Asia. In fact it is a corporatist and protectionist state with a patina of democracy. Government and corporations have worked hand in glove since at least since WW II. It is disingenuous to treat the Japanese government and TEPCO as public and private entities, respectively, with differing spins on the same issue. They are one and the same. I remember back in the day when efforts were being made to open up Japanese markets to the rest of the world  in general and to the USA specifically, the subject was agricultural exports to Japan. The Japanese claimed that their importation of tomatoes was not on the table because it was a national defense issue. Go figure.
