    the central issue of this decade, both at home and abroad.  
    The popular selection of potentates, even on a rotating basis, does not satisfy the demands of democratic governance.  "Democracy in a box" doesn't cut it.
    While rotating potentates may be better than potentates with life-long tenure, the people can't govern when the potentates are selected for them.

    Certainly, representative democracy is the most efficient form for government by the people, IF the representatives serve the people, not special interests.

    And, btw, the "nation interest" is not an appropriate substitute for the will of the people routinely expressed.
