    I don't think it's as simple as calculating dollars per head count because kids from high socioeconomic backgrounds need less support than kids from low ones. I'm speaking generally here because I don't know the demographic breakdown in DC schools vs. NoVA schools. But things like food insecurity, domestic violence, lack of appropriate space for studying, amount of reading/intellectual enrichment at home are all going to make a difference for how much extra work/help the child needs at school. Have enough of a demographic difference at the school level--as every city in which I live does--and one school will need to spend more than another just to have a hope at parity.

      That is DC government and the school administrations.  The schools administration was long since turned into a way to award political backers and a king maker in the Democratic party.  It's corrupt and messed up beyond belief.  Any attempts to fix it, change it, or bring in outside instead of bowing down the the various wards is met with cries of gentrification, taking jobs from black people, and will ultimately fail.

      The blame here lies on the hands of the school administration and the political people in DC.  Dumping more money into the school system isn't going to fix this, it will only make the problem worse.

      At the end of the day DC must decide if the education system should be a political tool or if it should exist to educate children.  Until that is decided no amount of money or hand wringing about the domestic situation in DC is going to accomplish anything, we will still be funneling children into a system that simply exists as a political tool, not an education system.

      Of course nobody is going to tackle this, because nobody in power wants it to actually change.
