    You'll never hear a teacher advocating for ineffective teachers.  Or protecting "ineffective" educators.

    Our evaluation systems need to take test scores into account, but as one of the many measures of teacher performance.

    Using a multiple rating system with multiple domains would have a better chance of improving learning than a single measure and a single merit system.

    Merit pay alone will NEVER make learning better, nor will it weed out ineffective teachers (as you suggest).

    Testing creates ineffective teaching methods.  Heck, I now sound like the President.
