    Leaving your home country is, unless you're leaving famine and war, a gambit of risk-takers.  If you're self-selecting as an emigrant, it seems unlikely to me that you'd make what 1960s social science called a "maximin" (maximizing your minimum outcome) rather than "maximax" (maximizing your maximum outcome) choice even though the latter increases the chances of something really bad.  Especially if "really bad" still leaves you better off than what you left.
