    At least, that's what people who think stewardship is a game think.  In the event, since there's always the possibility that Medicare can be expanded to serve everyone (I would argue that the age exclusion is un-Constitutional), the obvious strategy is to try to do away with it in hopes of keeping it limited to the elderly.
    Alternatively, we can assume that conservatives are simply grand-standing, getting attention with unworkable suggestions that are sure to fail, to keep themselves in the spotlight.
    What we seem to have in Washington is a bunch of stand-up politicians who wouldn't make it as stand-up comedians and don't have any other salable talents either.  So, they've become preachers for the secular religion which substitutes the "nation" for the Supreme Being.

    It's this dedication to a secular deity which brings them into conflict with societies that are ruled by traditional deities, such as Islam.

    Conservatives, because of their commitment to bi-lateral thinking, always have to find an antagonistic force or principle.  If there's a white, there has to be a black; if an up, a down, etc.
