    Seriously, if I had free Lexis time I'd look into this today. But how is "and you're not running for something else" not an additional qualification for office in the same way that term limits are?

      But by this view, any ballot access restrictions would be impermissible - like petitions, which you mentioned above. Or even filing deadlines.

        States can limit ballot access for neutral reasons like  integrity of the electoral process and avoiding voter confusion.  Not sure what the state interest would be for "can't file for both at once."

          That states are allowed to have resign-to-run laws, or sore-loser laws. If anything, I'd say there's a stronger interest in barring double running because if you allow it, you risk creating instant vacancies if someone wins both at once. Resign-to-run and sore-loser laws are purely punitive.
