    Elm Grove, a small conservative place next to Brookfield, had 58% turnout. Shorewood is a suburb on the opposite side of Milwaukee, what might be called the liberal counterpart of Brookfield (it went 70% for Kloppenburg). The turnout in Shorewood was 55%. Other communities in the North Shore had high turnout as well: Whitefish Bay, 63%; Brown Deer, 54%.

    On the other hand, the city of Milwaukee had only 39% turnout. This dragged the state turnout down.

    I'm not saying everything is fine with Waukesha County's election, far from it. But nothing much can be inferred from the turnout numbers.
