    Having spent most of my long adult life trying conspiracy cases, the overt acts of a conspiracy are usually substantive crimes which were successfully committed the conspiracy.  Usually a prosecutor lays out the conspiracy in count one and then lays out the overt acts-which also tie directly into the substantive crimes alleged in the indictment.  Oh, by the way a conspiracy can be committed by trying to obtain a lawful goal in an unlawful manner.  (eg passage of a law by use of bribes)
