    the US Constitution.  As a republic, all matters related to elections, except for the date of federal general elections and a certain class of male voters that could not be disenfranchised, were initially reserved for the states.  More classes of voters were federally enfranchised over time.  

    That basic construction has never been changed and was why SCOTUS accepting the Bush v. Gore suit was technically unconstitutional.  The Florida Supreme Court should have been the final arbiter as long as the case didn't involve voting rights which it didn't.
