    corporations.  Theoretically, private corporations are subservient to public corporations because the latter authorize the creation of the former.  But, because they are artificial bodies, set up to distribute risk, their officers have a sympathetic relationship.  Moreover, public corporations are limited by the state/national Constitutions and municipal charters, while private corporations, whose owners (stockholders) are poorly informed, can get away with all kinds of mischief.  So the officers of public and private corporations often end up in one hand washing the other.
    On the other hand, because public corporations do have regulatory authority, they can extort various kinds of support from the private corporations, including pressure on employees to vote the right way come election day.  It's because of this latter interest in having private corporations "deliver" votes, that unions -- i.e. employee self-determining organizations -- are perceived to conflict with the corporate interests.
    People who vote are enemy number one in the eyes of public officials who aim to rule, rather than serve.  The issue is power.  Popular government or populism is not a desideratum for the power-obsessed.
    When Republicans talk about "leaders," what they really mean is "rulers."
