    It's not normally the FBI, at least not for renewals. DoD has it's own people to do that - although a lot of them are ex-FBI.

      investigations are done by OPM contractors.  The FBI does only a small percentage of security clearance investigations - mostly on its own job applicants, contractors, and others who are to have access to FBI facilities and information.  But all the investigations - even the basic backgrounder done on all new federal employees - use databases the FBI maintains using information from law enforcement agencies at every level.
