    problem is because of the economic downturn.

    However -- regardless of what the "truth" regarding the solvency of the pension system my answer is "bargain it".

      All the rest of us poor schlubs in the private sector got hammered in the recession too. So we get to make you whole at the price of pushing our own retirement even further out?

        of four in Ca, that never made more than $52,000. even when both parents worked.  My husband hung onto his public sector job for the benefits and security that it provided to our family.

        We saw others in the private sector make out like bandits, and refi their houses, and live way beyond their means while we were nurturing our kids to college age and living in rentals.  I might add that around here most of them voted for Republicans.

        So, the economy crashed.  The housing market didn't work out the way that they expected.  My husband hasn't had a raise in five years at least.  And, last year he took at 10% pay cut.  What else do you want for us, now, at retirement age.... a couple of quarts of blood?

        My people- we are legion!

          We just don't want to have to kick in extra because your retirement plans didn't do as well in the market as expected. If retirement plans can't pay out, haircuts need to be taken by retirees, not taxpayers (just like it is in the private sector).
