    were established with all countries with nuclear plants participating it might prompt countries to reach out for expert help rather than muddling along. If the nuclear disaster go-teams do regular tabletop exercises it also gives the experts a chance to get to know one another and work together.

    I get the impression that TEPCO is trying to do things on the cheap aside from the nuclear disaster expertise they lack. NISA is acting as if they are simply part of the Japanese old boys nuclear network. The press conferences tell the tale that the pooh-bahs aren't listening to people with technical expertise because the information they hand out is always incomplete and often inaccurate. If they were paying attention to people who know what they are doing this would not be the case.
