      Because the denominator is the number of eligible voters, not the total number of Latinos, or Latino adults, or something else.  It also means kids are excluded from the denominator.

      •  How do you know who is an "eligible voter"? (0+ / 0-)

        There are plenty of people who look like eligible voters based on age, residence, and absence of felony conviction (where relevant) but who aren't because they aren't citizens.  (Some of those who answer the census and get counted in redistricting, in fact, aren't authorized to be here at all.)  So do we have a file that allows us to separate those who can't register from those who can but don't?  Only the latter belong in the denominator, and it's unclear to me how this has been achieved.
