    One of my students in the fall term was hit by a bicyclist who blew through a stop sign and just figured she wouldn't enter the crossing.  She was in a coma for a week, and is still in physical therapy.

    A bicycle is a vehicle. The rules must apply to bicycles because they are still dangerous.  Just because they don't best a car or a truck does not mean that they should automatically get the right of way.  I bike about two miles each way for work in the morning and in the evening, and I do run into the kind of drivers who annoy you so much.  But that doesn't abrogate my responsibility to obey the law, or permit me to create a new hazard by taking the law into my own hands.  The best advice is the same advice that any car driver should have: be ready for any contingency on the part of other drivers/vehicles/pedestrians.   Assume doors will open, cars will turn, signals won't be given, pediestrians will step off the kerb, et cetera.

    If you are not willing to follow the law, you're as much of a hazard, if not more, than he is.

      You seem to be creating a straw man argument.

      No one is advocating running through stop signs and running into pedestrians.  At least not here.
