    The prevailing onshore winds are blowing this radioactive steam north -  from the boiling spent fuel ponds of 3 and 4. The lights at night make it more visible and presumably the air is colder too.  

    Some discussion on this group/thread mentions that submerged fuel rods don't emit much radiation but I don't think these pools are steaming like this on a normal day...

    That's my two cents but what do I know?
