    If the PPACA survives, with its proviso that insurers must take those with pre-existing conditions without bias or additional premiums, then there shouldn't be a huge incentive for people to move to California as there would have been otherwise.

    As it stands, people can already move to MA, NY, ME, CT(?) and possibly other states with guaranteed issue and be able to get insurance even with pre-existing conditions (if at a quite high price), and there has been no mass flood of people to those states.
