      Mexico takes in 10% of GDP in taxes (in the US, the federal+state+local tax take is about 33% of GDP).

      In Mexico,

      the top marginal rate is 28%.

      no capital gains tax.

      no tax on dividends.

      no inheritance tax.

      outside of Mexico City, no real property tax.

      About ten years ago, the RightWing owner of Televisa considered becoming a US citizen, but reportedly balked when he realized just how much higher his tax liability would be.

      So, who will finance HSR in a country where only the little people pay taxes (via a 16% consumption tax)?
