    the organization that really ended apartheid was the internal opposition that was allied with the ANC but did not openly call itself ANC so it could stay semi-legal.

    That was the United Democratic Front.  It was designed to be extremely decentralized because in the 1960s, the government was able to swoop down and arrest leaders and destroy the entire movement.

    The UDF from the beginning was a coalition of local organizations.

    The UDF was often called, "an organization of organizations" because of that.

    I remember in the mid 80s, the government tried to crack down on the UDF by arresting its leadership.  In the 60s, they had arrested a few dozen people, including Mandela.

    In the 80s, they announced that there were at least 30,000 "leaders" of the UDF they would have to arrest to stop it, and that there wasn't much they could do as a result.
