    "Congress controls the supply of physicians by how much federal funding it provides for medical residencies — the graduate training required of all doctors. "

    Since the market can't respond to a shortage of doctors by creating more--that's up to Congress, heavily lobbied by the AMA--you just can't pretend that there's a "market" for health care.  Of course, that doesn't stop some people...
