    even if their revenue is less than $25,000 is new.  It's hard for the government to make revenue projections or policies, if they have no idea who's collecting what from whom. Audits are important.  Some turn up significant stuff, like the case of Nicholas Cage

    or the doings of "Bobby Thompson" who collected millions for a fraudulent organization and made political donations.
