    I guess the devil is in the details as to how much lobbying and how much political activity they may engage in. And whether or not they are or can effectively be used as a "front group".

      Unlimited lobbying, and IIRC "not substantial" political activity (where political activity = candidate support, not issue support).  If the same criteria for "not substantial" apply here as does in a similar 501c3 context, that would mean around 15% of expenditures.
