    get jurisdiction, and it produces the collateral effect of precluding the lawful offer of safe-haven from states that aren't Rome Statute signatories (the argument being that the UNSC resolution binds all UN member states to respect the warrants; see here.  The linked post also notes interestingly that Libyan officials have been in communication w/ the ICC to try to shift blame to other officials)
