    [new] The Section 199 domestic manufacturing... (13+ / 0-) applies widely across industries. (Passed in 2004). But, as Sen. Ben Cardin pointed out during the hearings, the idea behind that was to create domestic jobs and production for export and try to keep more jobs from being off-shored. It wasn't really meant for companies like Big Oil, which gets to reduce its effective tax rate about 9 percent (on qualifying operations) as a result.
