    growth" means what?  For people who define economic activity as any exchange or trade which is mediated by the use of money, economic growth obviously involves a reduction in humans' ability to sustain themselves without the use of that token. In other words, economic growth is the antithesis of subsistence farming and hunting and fishing, as well as DIY housebuilding and home repair.  Economic growth starts with the designation of private property and the exclusion of humans from access to the resources they need to survive.  An "environment that fosters economic growth" is one that restricts individuals from provisioning themselves and, in an immediate sense, precluded the growth of what is typically referred to as the "underground" or "shadow economy"--trade and exchange that occurs outside of the tax collector's sight.
    So, for example, proposals to levy a sales tax on internet mediated sales of merchandise or information would be a good example of creating  an "environment that fosters economic growth."
