    a lack of interest by a society that imprisons them and leaves them to the "Care, custody and control" of corporations.  Courts have steadily ruled that inmates have no rights protected under the Fair Labor Standards Act (FLSA) and even though they are considered "employees" working for a prison industry corporation - in order to withhold state and federal taxes, Medicare and SS deductions.  Thus they can be worked as slave labor with no recourse.

    Because of the stigma that attaches to a person once they are "convicted" of a crime, society and the prisoner's community have little interest in their health or welfare - and this is how corporations running prison facilities get away with murder...sometimes quite literally.
