    . . . is that while the geologic history of eruptions and lahar flows in that region is pretty well understood, there is little consideration for using that information.

    I watched with fascination the news during the eruption of Mt. St. Helens and was lucky enough to see it the next year when I circumnavigated Mt. Hood.  But what brought home the magnitude of forces at work was to see the lahars all along that line of volcanoes.  Guess you in that part of Oregon have Lahar Sirens.  But as you point out, things like nuclear plants can't escape.
