    it's just that you don't have to live in your district to run, particularly if the constitutents already know you

      Yes, I'm aware that he doesn't have to live in the district but that's irrelevant. It would have been easy to make things more difficult for Shimkus under several scenarios. He's being given a free ride in 15.
      At the least, he could have been drawn into 15 with Johnson to force a primary. Or, 15 could have been drawn farther away from his home to make it more difficult to run in.
