    have to have the cash to pay for the fees and you have to find the time and transportation to the DMV to get it issued and renewed.

      Any state ID that you have to pay to get to vote has been ruled unconstitutional. Courts have said states have to give it to you for free, along with the underlying documentation you need. They have also said they have to make them more available than just existing BMVs. In fact, it costs money — tax dollars — to implement ID-for-voting laws. So much for the GOP's desire to "cut spending." Apparently, cutting voter participation is more important.
