      He doesn't have enough sway to pull apart a veto-proof majority, if he so desired? Of course he does.

      Then there is no certainty about any of it.

      If I'm not able to make the perfectly reasonable assertion that a bill which passed with 23 No votes would be vetoed, then how are we ever supposed to make any assertions of any kind?

      •  Sometimes there is such support for a bill (0+ / 0-)

        tht an override is certain, but in many cases, the support is tenuous, and when the override vote comes folks who previously voted yea turn around and vote nay. This isn't clearly the first type of situation, IMHO.
