    whether they emptied the reactor for maintenance during the refueling, what stage of refueling they were at and how that affected the amount and nature of the fuel placed in the spent fuel pool, it would change the dynamics of the spent fuel pool considerably.

    One analysis of the different Fukushima Units showed radical differences in the boiloff timeline for water in the spent fuel pools because of those very factors and the resulting differnces in the amount of heat generated.

    In the most extreme case in Fukushima, the boiloff and uncovering of the fuel was estimated to occur in hours instead of a week or more as was estimated for the other units.  

    Do we know anything about what was intended to be accomplished during this down-period and what stage it was at?  

    We'd rather dream the American Dream than fight to live it or to give it to our kids. What a shame. What an awful, awful shame.
