    If we give someone 800 bucks, and they spend 400 of it for their room, and 200 on food, and forty bucks for some weed, what the hell is the harm?  Are we that mean?  My question for an advocate of this would simply be are you that mean?  

    And if someone is using harder stuff, then they need services, not disqualification.  Where are they supposed to go for those services?  What doors are open to them?  Will you be safer if they don't pay their rent?

    And last, what I said above...when you give a gift to help someone, you do it for yourself.  For your image of what a country should do for the least and poorest.  You don't own the recipient, ethically.  You have no claims on them, unless you are paying them to do a job.  It is a gift.  You hope they will use it well.  But it is not yours to dictate.

    Freakin' resentment junkies...glad I have no FB friends who would post such a thing...
