      It would seem so - probably for air conditioning. Plus, f course, Somoa has a thriving and teeming tourist industry - which requires a LOT of energy for hotels, resorts, clubs, etc.

        Only the first page of Nocera's article is available for free. It states
        Equatorial Guinea - 30.4 TW
        Samoa - 35.7 TW
        North America - 84.1 TW
        Western Europe - 45.4 TW

        No mention of Poland. Using the CIA World Factbook:

        Poland - 3363 kWh per capita
        Samoa -   525 kWh per capita
