    Devlin, 58, a shy, slow-moving bear of a lawmaker, was placed in charge of the Legislature’s honey pot this term. The former legal investigator moved from Senate majority leader to co-chairing the budget-writing Joint Ways and Means Committee. “More of a legislative mechanic than leader,” observes one veteran lobbyist. The shift fit the eight-session vet because he’s better at juggling numbers and policy than he is at politics.

    I'll gloss over the obvious "shy bear"/gay guy jokes and move on to some quotes from past surveys:

    "He lives, breathes, eats, drinks and sleeps politics," says another. "He knows every major issue in every committee. He reads every bill on the floor line and verse. He is so political he makes lobbyists want to change the subject."

    Devlin hasn't completely shaken off his nerdy image of sessions past, however. "Unimaginative," one observer calls him. "He thinks too much," says another.

    Still, the former legal investigator is the go-to guy when Democrats want to manipulate legislative procedures to insert their pet proposals into Republican bills.

    "The smartest, hardest-working senator there is," says one lobbyist. "He's a walking spread sheet."

    Devlin's like that brainy kid in high school whose homework everybody else copied but who doesn't lord it over them.

    When both the House and Senate committees that deal with higher ed were at an impasse with the co-chairs of the Joint Ways and Means Committee, Devlin brokered a deal. "He's done a lot of shuttle diplomacy," says one insider. "He understands every line in the budget, the policy implications, and people want to work with him."

    His biggest weakness as he ponders a run for state treasurer? "He's got no charisma," says an admirer.
