    unfortunately most of the dirt-cheap housing is in a terrible part of town, but if a group of 50 people did it, each buying a house and starting a garden , it might go somewhere.

      you can't really live in a terrible part of town, because you do need to pay attention to schools, hence no place really has all the dimensions one needs to put together an entire sustainable community-based living.

      maybe you could find 50 people with good enough credit and no children who would be willing to buy a house and start a garden, but already with just those small requirements you are closing out some people (me, for instance).

      still, i'm sure it would work, it would just be a fairly homogeneous community across some pretty important parameters.
