      about a change in circumstances due to an improvement in technology.  And yet our constitution is set in back in 200 years before cruise missles were a reallity.

      We have thus had a different precedent for the past 60 years than what was designed by the Consitution.  Is that a reaction to the changing circumstance of a modern world as much the creation of the modern regulatory state?


      Is it a good thing?


      Is it a reality?


      Should we change it?

      Yes.  NOW?  No.  Let's not harm what we all acknowledge at least began as a humanitarian intervention (I still believe it is a humanitarian intervention.)
