  •  Cuomo also has to deal with a Republican Senate (1+ / 0-)

It's not like The Democrats have absolute control of NY. In some respects NY props itself up as being more Liberal than it is. It's certainly no Oregon, Vermont or Washington State.

    •  Well, until 2012. (0+ / 0-)

I, for one, do not think the Republican Senate will survive redistricting.

      The current districts are super-gerrymandered.
      (1) They include prisoners (who can't vote) in upstate Republican districts.  This was fixed by recent legislation and the prisoners from New York will now be counted at home in New York City (all our prisons are upstate -- all of them).
      (2) Every single "packed" Democratic district has the maximum legal number of residents under the federal courts' Baker v. Carr standards
      (3) Every single "stretched" Republican district has the minimum legal number of residents under the Baker v. Carr standards
      (4) Since the 2000 census, upstate has lost population and New York City has gained population
      (5) The only upstate areas to have gained population are liberal urban areas

And on the current map they have the minimum possible majority, 32-30.

Possible gains on Long Island or in Westchester or Orange aren't going to cancel out the demographic changes.  A heroic effort at gerrymandering might get them 31-31  But the Assembly and Cuomo have no reason to allow them to maintain a map as blatantly gerrymandered as the current one -- the Assembly wins even if judges draw the maps.

Read pp. 1-7 of Krugman's _The Great Unraveling_ (available from Google Books). NOW.
