    Personal protective equipment (PPE) such as a negative-pressure respirator (one where you supply the breathing effort, and it filters out particulates, vapors, mists, and some volatile contaminants) is considered the last line of defense for employees. Engineering controls, such as proper ventilation, and large-scale removal of gaseous or particulate contaminants, is considered the first line of defense. Also keep in mind that proper use of any respiratory protective equipment generally requires that the employer provide the employee with medical monitoring, conduct training and fit testing of the particular equipment, and ensure that it's being properly deployed, cleaned, and maintained. I would guess that Blankenship would consider all of that a needless distraction from the task at hand: mining coal and making him rich.
